Many Third World countries weathered the storm of the Great Recession much better than the traditional powerhouses of the First World. Why is that? Economist Peter Blair Henry, dean of NYU’s Stern School of Business, takes a novel approach to measuring the effectiveness of policy to answer this fundamental question: Which policy reforms, implemented under what circumstances, actually increase economic efficiency and help countries make the most of their scarce resources?
